Gheorghe Boeru, the entrepreneur behind Romair Consulting, one of the leading consultancy companies in European Union’s funds, posts a turnover of EUR6-8 million a year on a “market” where beneficiaries of EU funds managed to spend only 10% of the money allocated from Brussels.
