Cigarette Black Market In Romania Down To 15.4% In September From 17% In July

The cigarette black market in Romania dropped 1.6 points in September, to 15.4%, from 17% in July, its lowest level this year but still higher than the annual average of the past two years, of 13%, according to a study conducted by Novel Research.
