Posta Romana’s Auction To Buy Info System Was Cancelled

Romania's settlement body CNSC on March 25 decided to cancel the public procurement auction organized by postal company Posta Romana to buy an integrated information system to help the company enhance its activity.

The contract was worth EUR14.9 million.

The settlement body admitted the auction contestations filed by institute for computing techniques ITC, Tehno Team Construct, Master Telecom, Romus Trading&Development Ltd, Co-Operativ Services, DIM Soft and a law firm.

On March 30, following the body's decision, the postal company annulled the contract awarding procedure.

The seven auction contesters informed the council that the contractors' task book was incomplete and restrictive and demanded that the postal company be compelled to annul a part of contract awarding paperwork and draw up new documentation to remedy the situation. They also called on the settlement body to oblige Posta Romana to cancel the public procurement procedure.

Only companies that posted an average turnover of at least EUR20 million over the last three years were allowed to submit bids.

According to the task book, bids exceeding the estimated value of the contract would have been disqualified.

Posta Romana has a network of over 7,100 postal offices.

The company is owned by the Communication Ministry, with a 75% stake, while investment fund Fondul Proprietatea holds the remaining 25%.
