Senators Reject Bill On Building Rehabilitation

05.18.2011 By Ioana Tudor

The Romanian Senate on Wednesday rejected a bill on the rehabilitation of buildings, put forward by the Ministry of Regional Development and Tourism.

According to Senate Chairman Mircea Geoana, the bill did not garner enough votes to be adopted. The Chamber of Deputies has the final say on the matter.

The draft law sets the building façade rehabilitation obligations to be observed by local public administration authorities and homeowners.

Owners will have to carry out building façade repairs after they receive a notice from local authorities.

This obligation will not apply to buildings which have undergone technical inspections and were considered to have a high seismic risk, or to buildings which have been thermally rehabilitated or are pending thermal rehabilitation, according to bill.

The repair work shall be financed exclusively by the building owner, except when owners prove their income is below the net monthly average salary, in which case the local authority shall step in to cover the cost, fully or partially, from the local budget.
