Bogdan Olteanu, deputy governor of the Romanian central bank, took over at the end of January as president of the Court of International Commercial Arbitration attached to Romania’s Chamber of Commerce and Industry – the court that tries commercial cases in the quiet of an office, away from public scrutiny.
