Transport Ministry Sets New Rules For Highway Construction Contracts

The contracts for the construction of four highway segments on Romania's sector of Pan-European Corridor IV will have new clauses, to disallow increasing the contract value by more than 10%, and penalizing overdue constructors by 0.1% per day.

The contracts for the construction of four highway segments on Romania's sector of Pan-European Corridor IV will have new clauses, to disallow increasing the contract value by more than 10%, and penalizing overdue constructors by 0.1% per day.

The firms that will build the four highway segments (Nadlac-Arad, Timisoara-Lugoj, Lugoj-Deva and Orastie-Sibiu) were selected last week and the contracts will be signed soon, including new rules set by the Transport Ministry.

Previously, contractors could request increasing the contract value by up to 50%.

The contractor will send the engineer a detailed work plan within 28 days of beginning work, as well as weekly updates on next week's activity.

The Transport Ministry says a project's progress will be checked according to a system of six benchmarks for each section. Any delay in meeting any of the benchmarks will result in a EUR500,000 fine to the contractor.
