Can Private Managers Turn State-Owned Companies Around?

There are private-sector managers that would be willing to start even tomorrow as chief executives of large state-controlled companies, if they were paid the same salary as in a multinational and employees were competent. But will a private-sector executive with a good reputation who earns EUR10,000-EUR20,000 per month be able to make employees earning a maximum of EUR500-EUR700 per month work more and better, in order to improve the company’s performance?
