How Do You Stop Public Procurement Waste When Watchdog Complains It Is Denied Access To Documents?

Ten billion euros spent yearly on public procurement contracts awarded through the Electronic Public Procurement System (SEAP) alone, over 80,000 procedures of awarding contracts through this electronic system and no guarantees that the public money is going where it should. And when someone comes with radical proposals to eliminate waste, for instance by limiting the number of contracts that a firm can win from the state during a certain period or by introducing cost standards for all state procurement, all kinds of objections emerge: we cannot breach the principle of competition or we cannot impose cost standards for buying eggs.
